Site Council is composed of parents, teachers, administrators, and a community representative. The council makes decisions and recommendations regarding Capitol Hill's governance and management. Site Council is Capitol Hill's official voice to the school district on issues that affect the school. The St. Paul School District requires all schools to have a Site Council. All meetings are open.
