Monday, April 14, 2008

 Call to Order and Welcome 

 General Procedures

Approval of minutes from March meeting – Minutes were approved.

Approval/amendment of April agenda – Agenda was approved.

Public Forum  No public forum comments were requested or heard.

Administration Report                                                                                

Principal Mariucci gave the administration report to the Council.

§         Security

There have been no updates on the capital bonding requests that have been submitted. Part of the bonding bill will allow further capital bond improvements for St. Paul schools Will Waterkamp’s office has promised funding for security, but nothing has materialized. New radios that were promised have not been presented. Moreover, all junior high schools have SRO’s. This is being reconsidered in general by the District and SRO positions may be cut/adjusted across the District. Capitol Hill is currently viewed as an elementary school and does not have a SRO for the junior high.

Princ. Mariucci suggested inviting Kevin Umidon, Plant Planning and Maintenance, to discuss what will and will not be done with regards to building requests. This meeting should also involve Principals, Presidents of PTOs and the all three Site Council Chairs from the Rondo Education Center. This would require a first meeting of all constituencies to formulate a strategic proposal and agenda in advance of the meeting with Mr. Umidon.

Other action by the Council could be follow up by parent Chair, Monica Hynds, to answer questions on requests and how they will be addressed.

In conversations with staff and security officers, suggestions were made for improving security. It was suggested that further training of staff should be considered on how to or when not to approach situations concerning security and safety and how to secure personal safety for staff working late. Signs were suggested to be posted at the doors to make sure students and visitors to the building know where and when persons can and cannot be and at what times. Principal Mariucci is still talking with MLK about access on the back of the building. There is also continued discussion of double doors that would prevent entrance to Capitol Hill from the remainder of Rondo the requests for the doors by the blue doors. Another item of discussion is a security officer for afternoon/evening hours. Funding for this position is unclear. These officers could be District trained and be District employees.

§         Leadership Team/SCIP Update

Principal Mariucci anticipated the SCIP coming out for review before the April 28th meeting. An update to the budget was given based on the Leadership Team and SCIP meeting. Prin. Mariucci discussed the changes from the initial budget that was proposed in a previous meeting. Principal Mariucci updated the Council on open positions – Ms. Lopez and Ms. Rosado in 3rd grade. The Council was also updated that we are losing the cultural specialist position.

Committee/Liaison Reports

Monica reported that there are ongoing meetings of the Gifted Advisory Council. There is a meeting occurring this evening, April 14th. The agenda and minutes are posted on the Gifted Services web site and the meeting is open to the public. Parents can bring up issues/questions/reactions in the open forum. Leigh Anne Adams has been investigating participation and involvement from Capitol Hill. It was suggested that the Council be intentionally aware of Gifted Services and what is being discussed/acted on, particularly in relation to Capitol Hill. Principal Mariucci remarked that he was asked to invite a member from the parent community at Capitol Hill to be a liasion to GSAC.

John also updated the Council on the information he put together for parents about Site Council and how all parents can be involved whether or not they are elected.

Ali suggested that the Site Council put “items for the newsletter” on every meeting agenda to keep the parents and community updated on issues and discussions.

There was a discussion as the rationale for having a single vote per family for election to Site Council. There are concerns that families that have more constituencies may have different views on candidates. This was discussed with judges but may not have come across to families in the way it was attended. Next year, the specifics of the election will be presented to the Council before the election is held.

A follow up discussion touched on information to parents about Site Council in general and the accessibility and ease of understanding in terms of web site, newsletter and parent information that is handed out at the beginning of the year.

SCIP/Budget – Princ. Mariucci will be meeting with the SCIP Committee of the Council in the next few weeks to review the SCIP plan as prepared in consultation with the Leadership Team.

Announcements/New Business                                                                    

Town Council Roles and Expectations – 4/28

The Administration will present the SCIP to the parent community. The role of the Council is to ask questions and/or reflect on the relationship between the Capitol Hill SCIP and District Strategies/Initiatives. The data from the SEMR will be presented at a later date when available.

The Town Council meeting will be on Monday, April 28th from 6:00 p.m. to 8:00 p.m. Regular business of the Council from 6-6:30 and the SCIP presentation beginning at 6:30. The meeting will be held in the regular meeting room of the Council.
