Capitol Hill Site Council Minutes

MONDAY, OCTOBER 10, 2005

 

ATTENDANCE

Members Present:

 

Parents: Eastwood, Hope, Peltzer, Roberts, Vellenga, Yu, Windels and Butts-Ward

Staff:  Ahern, Mayock, Mergens, Pedersen, Tarver and Mariucci

Members Absent:   None

 

 

Quorum reached and meeting called to order by Melissa Roberts at 5:35 pm.

 

Draft minutes from the September meeting (emailed to members by John Mayock) were reviewed.  Motion was made to approve the minutes / motion passed.  Lori Windels (GSAC liaison) stated anyone who is interested can join gifted services – the application is on the website.   Lori will submit recommendations to the board tomorrow night for identifying gifted students and marketing gifted services better.  Gifted programs are not offered in most schools.

 

There are 2 vacancies on the parent side of the Site Council - 1 community representative and 1 appointed position.  The 2 positions that are now voting positions (had been alternate positions) must remain vacant until next year.

 

Belinda Lewis was nominated to join the Site Council.  Belinda made the following statement:  She has 2 children at Capitol Hill.  She graduated college as a scientist and now has a masters in speech and language pathology.  Leadership qualities include being a ‘go getter’ and says that she will bring a unique perspective to the council because she works in a different school district.

 

A motion was made to appoint Belinda to the council / motion was passed.  Belinda was welcomed to the Site Council.

 

A motion was made to approve the agenda / motion was passed.

 

Parent Serena Butts Ward expressed concern for handicap parking spots that are blocked in the AM and PM by cars waiting to pick up children.  District transportation will be contacted to make flyers to hand out and Capitol Hill will have extra staff available to help.  Can possibly take down license plate numbers and have them contacted with a warning.  Will possibly address the green door parking/traffic issue also.  May try to refunnel traffic to the yellow doors.  The MLK doors are also open for loading/unloading.

 

 

ANNOUNCEMENTS

 

Capitol Hill received a grant for Indonesian culture.   A musical and dance performance will be presented this Monday (10/17/05) at 1:15 and 7:00pm.

 

 

ADMINISTRATION REPORT

 

Mr. Mariucci sent a memo council members with last year’s adopted budget.  The budget was reviewed.  Actual enrollment numbers were handed out.  Council was informed a budget readjustment would take place in January.  Mr. Mariucci would like to add a .5 librarian to ensure better coverage of library hours.

 

Melissa Roberts reminded council of last year’s motion supporting additional funding for ELL and Cultural Specialist positions.

 

PTO contributes approx. $10,000 to annual budget.

 

Mr. Mariucci reviewed the Microsoft claim money – this will help to ensure technical updates will be taken care of.

 

A motion was made to accept Mr. Mariucci’s proposal to restore the budget and .5 librarian / motion passed.

 

A motion was made to support additional funding for ELL and Cultural Specialist positions / motion passed.

 

 

COMMITTEE REPORTS

 

SCIP/Budget – no chair yet – no report at this time.

 

Outreach & Communications – report submitted as follows:

 

Outreach & Communication Committee Meeting notes Nov. 1, 2005
Members present:  Mary Reis, Teynae Tarver, Beth Peltzer
 I.    The committee decided to have a permanent collection of the Rondo
History Walk installed around the school.  Mary Reis has so graciously
offered to take the lead role on that project.  Our goal is to have the
collection installed by late January or early February.
 II.    Each spring, Capitol Hill sends out ‘Intent to Return’ forms.  
The committee asked Mr. Mariucci for permission to revise the form to 
Include additional questions specifically for families leaving Capitol Hill.
 III.  The committee will seek out families and/or students at Capitol 
Hill willing to create a Capitol Hill advertisement.  The ad will be placed 
In local newspapers in the Rondo area, east side and west side of Saint 
Paul.  Our goal is to have this completed by late winter.
 IV.   The committee will continue to make a strong effort to attend community functions to promote Capitol Hill or have information about the school available to families.
Next meeting is Tuesday, December 6th at 5:00 PM.  Everyone is welcome to attend!

  

Membership – has yet to meet.

 

Reform – process is just getting underway.  Has scheduled meeting dates through June.  Each teacher will adapt/revise 2 curriculum.

 

PTO – no liaison as of yet.

 

 

OLD BUSINESS

 

Bullying issue – administration comments there are sample surveys for us to look at.  There is much curriculum on bullying.  Will be working with grades 6,7,8 for a new school plan.  We will be receiving an updated District Student Rights and Responsibility Handbook.

 

 

Tom Vellenga asked for an agenda item (new business) regarding environmental health in the building.  Mr. Mariucci will request monitoring stations from the district. 

 

Next Site Council meeting will be on Monday, November 7th.  Committee reports to be submitted by November 2nd.

 

Motion made to adjourn the meeting / motion passed.  Meeting adjourned at 6:59 pm.
